Rumors about rapes and theft in Rio de Janeiro's favelas

This article is based on the idea that when significant transformations occur in peripheral ways of living, indeterminacies and uncertainties already present in the daily lives of those who live on the “margins of the State” intensify even further. This process of intensifying indeterminacy was experienced by residents of favelas in Rio de Janeiro when they faced the implementation and impacts of the first Pacification Police Units 15 years ago. In this article I analyze new insecurities that emerged in “times of peace” in these favelas, focusing especially on the circulation of rumors of rape and theft in Morro Santa Marta and Cidade de Deus, where I carried out extensive ethnographic work. I show how the increase in non-lethal crimes in areas with UPP, which was initially overlooked by the police and public debate, was statistically proven over time. Consequently, I analyze how this proof of the increase in these non-lethal crimes came to be used as a subsidy for residents of these territories to criticize the UPP in the favelas.
