Abstract

This article discusses the history of the gypsy people with the aim of introducing this ethnic group to non-gypsy society so that it may be possible to put an end to the racial prejudice that has segregated the Roma for centuries, preventing them from living in society with dignity. Through historical research, the reader will learn about the origins of the gypsy people and the entire process of exclusion suffered by this ethnic group, and will understand that they are not to blame for the reputation they carry, which is the result of the intense discrimination they have suffered. Knowing the damage caused by the non-gypsy population throughout these centuries, the right to reparation arises, which is best understood from the perspective of otherness, a philosophical concept that invites gadjé society to put itself in the shoes of the gypsy people, understanding their pain and respecting cultural differences. In
this way, otherness is also applied in the fundamental legal systems to implement public policies that meet the needs of the gypsy ethnic group. The research method used in the development of this work is deductive analysis, which is done through logical reasoning, seeking the conclusion of the premises launched, subsidized by doctrinal investigations of an anthropological, philosophical, legal and legislative nature.
